China's first fast-response small satellite "KZ-1" which was developed under the lead of Harbin Institute of Technology, was successfully launched in the background of civil-military integration application on September 25, 2013. "KZ-1" became the only remote sensing satellite that realized the re-visit imaging of the disaster area for 15 consecutive days during the earthquake rescue in Ludian, Yunnan.
I. Transformation from "paralleling" to "leading"
HIT has a number of major landmark achievements in the fields of micro-satellite overall technology, space robot technology, advanced materials and manufacturing technology, information technology, and new payloads focusing on manned space flight and lunar exploration, and new launch vehicles, which reached the international advanced level to fill the gaps in many fields in China as well as the military fields. In the major tasks such as development of "Shenzhou" series spacecraft, rendezvous and docking of "Tiangong-1" target aircraft and "Shenzhou" series spacecraft, HIT provided more than 200 technological supports, won the honorable tile of "outstanding contribution group for China Manned Space Engineering", and is the only university among the 35 winners in China. The technology of the lunar rover prototype and the moon-to-land transfer mechanism ensured the realization of the "Chang'e lunar exploration". The micro-satellite has successfully completed eight tasks. The lunar satellite to be launched in 2018 is the first micro-satellite in the world which is developed under the lead of a university and enters the lunar orbit to carry out scientific exploration missions. Currently, the university is studying 10 satellites such as ASRTU, and APSCO Joint Small Multi-mission Satellite. The space manipulator completed the first international human-machine coordinated on-orbit maintenance scientific test on "Tiangong-2" in 2016. The developed CNC fluid pressure forming equipment is the largest in the world and will provide effective support for the development of large-scale launch vehicles in China; the first high-speed data processor developed in China has been successfully launched with the "Communication Technology Test Satellite No. 2", and the indicators are equivalent to those of similar international products; the mission of the simultaneous development of space maintenance aircraft with the United States will enable China to repair and maintain failed satellites and eliminate orbital debris in geosynchronous orbit. In line with the guideline of training personnel for serving scientific research, HIT has already delivered more than 30,000 talents to China's space industry.
II. Transformation of technological achievements
HIT has also successfully transformed a number of technological achievements and achieved the integration development of national defense technology and industrial system. The two enterprises transferred from military technology to civil use (Boshi Automation and Aurora Optoelectronics) have been successfully listed. Laser automatic welding technology was applied to the manufacture of domestic C919 large aircraft aluminum-lithium alloy body to meet the demand of "welding for riveting". The inner high-pressure forming technology has been applied to the batch production of parts for 20 vehicle types of 8 self-owned brand cars of FAW and SAIC MOTOR, for assembly of cumulative 5 million vehicles. Relying on the Industrial Technology Research Institutes of Heilongjiang Province, HIT has incubated 145 technology-based enterprises, nearly RMB 600m was taxed in 2016. HIT Robot Group, HIT Agritech Group, HIT Welding Group, HIT Big Data Group, HIT Environment Group, and other large-scale enterprises with brand and high competitiveness have gradually grown into emerging forces for local economic development, and their ability and strength to promote the revitalization of local bases is increasing.
Since the "12th Five-Year Plan", HIT has invested more than RMB 14 billion in scientific research, 15 national science and technology innovation platforms, and 75 provincial and ministerial science and technology innovation platforms. The "Aerospace Science and Technology Collaborative Innovation Center" established jointly by HIT, China Aerospace Science and Technology Corporation and domestic universities became one of the first 14 centers launched by the "2011 Plan" in 2013. The construction of the only major national science and technology infrastructure in the northeast region led by HIT--the space ground environment simulation facility was commenced in 2017, thus the basic conditions for scientific and technological innovation is strengthened continuously. HIT participated in 14 of the 16 major special science and technology projects in the "12th Five-Year Plan", and comprehensively participated in 16 fields of major scientific and technological innovation projects of 2030, and won 46 major national science and technology awards, including 1 national science and technology special prize, 3 national first prizes; 7 achievements were selected into the top ten scientific and technological progress in Chinese universities in 6 years; more than 6,000 invention patents were granted, which is doubled compared with the "11th Five-Year Plan". In the fourth round of disciplinary assessment, 15 engineering disciplines were awarded Class A, ranking second in China; theses in 11 discipline fields entered the top 1% of global ESI, and engineering entered the top ten thousandth in the world; it ranked third in the influence of engineering research among global universities in 2016; and ranked sixth in U.S. NEWS 2018 Best Global Universities Rankings for engineering. HIT has become a famous university with distinctive aerospace characteristics and significant international influence.
III. Civil-Military Integration
The HIT leading group for civil-military integration development was set up and the civil-military integration research institute was established by HIT in 2017. The civil-military integration is combined with the construction of the world-class university. In the scheme on the construction of the double first-class university submitted to the state, it is clearly proposed to develop the civil-military integration, to build the discipline groups with aerospace science and engineering characteristics, 10 disciplines including aviation aerospace science and technology, control science and engineering, and optical engineering are approved as the national defense featured disciplines of the "13th Five-Year", prevailing over domestic university in number; and it is further proposed to implement the opening and sharing of large-scale instruments and equipment, and promote joint development and sharing of the education and scientific research infrastructure. Giving full play to the fine tradition of cultivating talents for aerospace, HIT added the two compulsory chapters of "National Defense Science and Technology Industry" and "Confidentiality and Security" in the public compulsory course of "Military Theory" to provide students with a national security awareness and national defense awareness. The three courses of "Weapons and National Security", "The Eye of the Sky - Modern Remote Sensing Technology" and "Hypersonic and Interplanetary Exploration Vehicles" were established, and the elective courses of "Weapons and High Technology", and "Introduction to Military Thoughts and War Examples" were set up to promote the construction of the civil-military integration curriculum group. A strategic research institution was set up to promote theoretical and strategic research, the HIT civil-military integration development planning was prepared with respect to the key areas of national civil-military integration development and in combination with the characteristics and foundation of the university, and the cultivation measures for civil-military integration major projects were issued. To play a leading role in demonstration, HIT sets up a civil-military integration research institute, builds a sub-center of national key laboratories such as robots, welding, and special composite materials, strengthens the cooperation with China Aerospace Science and Technology, China Aerospace Science and Industry Corporation and other enterprises, and promotes the scientific and technological innovation and scientific and technological achievement transformation in the field of civil-military integration, such as aerospace and robotics, and artificial intelligence, supports local construction of the HIT National Science and Technology Innovation Center, and serves local enterprises in transformation, upgrading and economic development.
